The public sector department represents the interest of doctors employed by government departments and/or institutions. SAMA is a registered trade union affiliated to COSATU, therefore the Public Sector Department has a core function of addressing all issues affecting and influencing the conditions of employment of doctors working in the public sector.
The public sector doctors provide widespread, critical services which benefit all of society rather than just the individual who uses the service; which are controlled either at national, provincial and/or local government level; as a result the Public sector department operates in a very complex environment, and its constituents, albeit all doctors all have very different needs depending on the type of institution they work for, the nature of their work, qualifications and the level of care they provide.
THE PUBLIC SECTOR DEPARTMENT HAS TWO DIVISIONS
- Labour Division:
- Organising & Collective Bargaining Division
Labour Division:
Provision of advice and information on labour issues.
Ensuring that members are treated fairly in line with the Labour Relations Act, the Basic Conditions of Employment Act and other legislation and regulations applicable to public sector employment.
Handling of complaints, disputes and representing individual doctors or collective groups of doctors in disputes arising from unfair labour practices, unfair disciplinary action short of dismissal, unfair dismissals and also disciplinary hearings.
Organising & Collective Bargaining Division
– Occupies seats in bargaining councils pertaining to the public sector such as:
- Public Service Coordinating Bargaining Council (PSCBC)
- Public Health and Social Development Sectoral Bargaining Council (PHSDSBS).
– Negotiates with the State on a broad range of labour issues on behalf of our members
– Provides individual and/or collective representation for doctors
The Pubsec Dept also performs administrative functions for Committees and Interest Groups such as:
- CPSD : Committee for Public Sector Doctors
- JUDASA: Junior Doctor’s Association of South Africa
- SARA: South African Registrars Association
- SEHDASA: Senior Hospital Doctors Association of South Africa
- ADASA: Academic Doctors Association of South Africa
